I think that's a bit too late. There's been speculation around and a bit to when that coat dates from and it's too late to be from around Hal's recruitment which was early 16th century and that isn't from then.

Perhaps it's a time when Hal was considering a dry spell, and was looking for one of Leo's predecessors.

Or Hal is just plotting. Very thoughtful plotting by the looks of it.
